This video uses an important analysis of the effort of the City of Philadelphia to gather over a billion dollars in exceptional criminal court costs, fines, expenses and bail loss from an approximated 400,000 individuals. Failure to pay might lead to the seizure of possessions, a rejection of public advantages, a failure to acquire an expungement or pardon, and even imprisonment. The fairness of the program, nevertheless, is brought into question by its effect on debtors who are bad, jobless, or underemployed; the nonexistence of jail records relating to pre-1991 cases; the absence of documents validating some financial obligations; and the typical failure of correction authorities to schedule detainees to make court looks which resulted in bail forfeits.
